With cabel modem technology you have to take in to consideration the speed of your upstream and downstream.

When you run a webserver, the people who download files from your computer are limited to how fast your UPSTREAM can go.

Generally with cabel modems you get a DOWNSTREAM of 256Kbps and and UPSTREAM of only 56Kbps.

Everything is working properly!  If you want want a faster upstream then I suggest switching to DSL or purchasing more bandwidth from your cabel modem provider.

Good Luck!

the speed you send depends on
1. your speed
2. receiver speed
3. speed of the network between 1 and 2

you should make a test with another software for sending data, between you and the same guy you have speed problem with.
