Is it possible to let X people browse while only Y download ?

If yes - how ?
If no - why ? :>

X=Y because it is implemented this way. Ask rejetto for this new feature.

Maybe check  the total # of files opened for reading/downloading and cancel each additonal request for opening/reading a file ?
