only hfs work well

i have test many web file server.only hfs work well.
when download,many software can not keep filename with local encoding.

this was a major problem with HFS too.
and it seems there's no way to get an always-working method.
in facts it brought HFS to have several options under the "URL encoding" menu.
it seems it is now flexible enough to satisfy most needs.
