browser connection

if use a connection limits for all user or the single ip, use a browser the web page will load a page than a picture, but server show a data is overload, can fix this problems?
i mean let a browse the web but not count the connection in download.

if server set two connection for single ip.
use the 2 link to download file, user browser the website will show a overload page.
i wish let a user to see webpage but cannot over limit to download files.
