api2 progress

version 2.0 of the API is almost working, with no crash (it seems)
i'm implementing several commands

it is still based on DLL at the moment, no reason for it, though i see everyone using DLL for them.

however, i decided to keep the limitation for plugins that they run only when the user is already selected.
the plugin is initializated when the user start and finalized when the user "quit" (not only &RQ quit, i.e. change user).
no plugin runs before user selection, this cause every user can decide to disable a certain plugin.

please, i'd like to know if someone already thought to make a plugin, i'd like to hear your ideas to know what features the new API should have.
