Hey

Is there an option somewhere that a user can download only like 100mb a day?

not yet, but we are working on it, and something experimental is already available.
the formal name for it is "quota".

how about if you make it HFS like online storage..
i mean only can use browser to download the file..only 1 file per time..special user only can parallel download..limited bandwidth of the day...etc..juz like rapidshare, etc..

most of the things you say should be achievable through customization.
it won't be the default behavior of hfs.
