Stalled/disconnected downloads

Okay, I have had two people access the server without any problems, but today another person tries to access, it starts the download, then starts to stall and eventually disconnects. Any ideas why? My firewall is disabled specifically to attempt this. I'm behind a router but have everything configured right (self-test says so also). Using beta 2.3 version. Should mention this person is using flashget download manager (same as another person who used it yesterday). Any help would be appreciated.

to know something more, you can
right click on the log > log what > disconnections

if "disconnected by server" appears, then the problem is on your side.
if only "disconnected" appears, the problem is likely to be on its side, or if not, it has nothing to do with HFS.
