Welcome huffery! :)

Could you, please, provide an URL sample wich doesnt work for you?

I tried with filename and foldername contening "@"... all worked fine for me.

This letter is utilised for some standard operations in URL... perhaps sometimes it's cause of worries if it is used elsewhere (? I dont know ?)

e.g:
http://user:password@xxxx.com:port/

Thanks for reply so quickly. Actually it happened thousands times to me.
and it is worse than just unable to download the files. it will cause the whole
site did not able to be visited (all files) . and about 5 min later the site can be visited
again. It also happens to IIS. why the whole site can not be visited? very
weird.

Indeed it's strange, it seems that this is not the servers that are involved.
Your servers have already functioned properly, or is a new configuration for you?
This happens only locally, or external users also are face to the same problem?
Have you tried with different browsers?

What says the self-test of HFS?

Give an Example of your URL to access your server ... even false, but which follows the syntax used and the location of the @ (s)

FUck FUck Fuck.  :-[ . After careful study, I found it
was blocked by chinese government! Because there is a
"sex" in URL. I changed to another word, and it is fine.
That is why i cannot visted the whole site.
