Every time after I created new user accounts, I would test each username & password with IE8 on the same workstation where HFS server is running.

I upgraded from v2.2f to v2.3 Build 276. I noticed that IE8 remembers the last login user and, even after closing & re-open, the last user kept the logged in status.

I have just upgraded to Build 279 and the situation remains. Is there any settings that I have missed?

Try closing IE and then going into task manager and then ending the process 'iexplore.exe'

i think you just closed the "tab" in IE, while you are required to close all IE windows.
